Penestët ishin fise ilir, banorë të krahinës Penestia në luginën e sipërme të Drinit të Zi e rreth saj. Përmenden për herë të parë më 170-169 p.e.r. dhe luajnë një rol të rëndësishëm në luftën III romako-maqedone. Treva e penestëve përfshihej në mbretërinë ilire. Më 169 p.e.r. Perseu për t'u lidhur me mbretërinë ilire, hyri në tokat e Penestëve, pushtoi qytetet e tyre dhe dëboi këndej garnizonet romake. Në trojet e penestëve kishte 14 qytete e kështjella, prej të cilave njihen me emrin Uskana, që ishte edhe kryeqendra e krahinës, Oeneu dhe Draudaku. Pas vitit 168 p.e.r. emri i penestëve e i qyteteve të tyre nuk përmenden më.
