 Kandidati i Partisë Socialiste. Elis Roshi ka dalë fitues përballë rivalit të tij duke marrë rreth 6008 vota, kundrejt 5128 të kandidatit të Partisë Demokratike dhe kryetarit në fuqi, Refik Rrugia.

Kavaja që prej mbajtjes për herë të parë të zgjedhjeve lokale qeverisej nga përfaqësues të Partisë Demokratike.

Vetë Rugia, nën siglën e Partisë Demokratike dhe “Aleancës për qytetarin”, kërkonte mandatin e tretë në krye të Bashkisë së Kavajës.
