Më 9 mars të vitit 1562 në Napoli të Italisë, puthja në publik u ndalua me ligj dhe u bë e dënueshme me vdekje. Nëse autoritetet shihnin ndonjë çift duke u puthur, atëherë pasonte dënimi me vdekje.

Institucionet ishin të shqetësuara për moralin dhe shëndetin publik. Mirëpo, ky veprim ndikoi shumë pak në përhapjen e murtajës në Europë.


Ky duket të ishte vetëm fillimi i historisë së ndalimit të puthjeve në publik. Në vitin 1910 Franca ndaloi puthjet në stacione sepse konsideronin që puthjet po vononin mjetet e transportit.

Përgjatë historisë kontrollimi i marrëdhënieve seksuale ka qenë shpesh pjesë e censurave. Në Britani të Madhe në vitin 1439, Mbreti Henry VI ndaloi puthjen në përpjekje për të ndaluar përhapjen e një sëmundjeje në mbretërinë e tij.
